Brown Lowers HIV Transmittal Penalty, Rejects State Parks Smoking Ban

For the second year in a row, Gov. Jerry Brown has vetoed legislation that would have smoking at California state parks and beaches. Meanwhile, he signed a bill that reduces the penalty for intentionally transmitting HIV to another person.
