The saga that is Stockton’s bankruptcy proceedings continues. It’s not much more than a week after a federal judge accepted the city’s bankruptcy plan, and Creditor Franklin Templeton Investment has appealed the ruling. The creditor is upset it’s being reimbursed pennies on the dollar while pension giant CalPers is being paid back in-full.
