Sacramento Hires Outside Investigator For Mann And Flenaugh Shootings

Friday, October 28, 2016 | Sacramento, CA

Surveillance footage from the shooting death of Joseph Mann on Del Paso Boulevard.

The Sacramento Police Department is answering for two separate shootings by police officers. Friday the City Manager signed a contract with a credentialed expert to investigate the two incidents.

Joseph Mann was shot dead by Sacramento Police last July on Del Paso Boulevard, and Dazion Flenaugh was killed by officers in April in South Sacramento.

City manager John Shirey says the choice to bring in an outside investigator is because the city wants an objective third-party review and the consultant will have complete autonomy.

“The review further reflects our effort to be open and perform an objective review of police officer actions,” said Shirey in a press release.

The investigation is on top of the City's internal reviews by the Police Department and the city's Office of Public Safety Accountability. A review for any criminal wrongdoing in both cases is being conducted by the Sacramento County District Attorney.

At the end of the process the consultant will present a public report along with any recommendations for reform. The review will start early next month.
