Budget Fallout/ Vagabond Opera/ Sound Advice: Off Air

Budget Fallout California's budget problems continue with the failure yesterday of a Democratic plan in the legislature. The state faces a deficit of $24 billion. Yesterday, the state's Controller, John Chiang, warned that without a budget, he will have to start issuing IOUs next week instead of checks. What would that mean, and what impact would it have on organizations that work with the state?
