Schwarzenegger’s spokesman Aaron McLear says there’s no doubt the late budget is affecting the bill signing process.

“He’s not going to be able to go through each bill as he would  if he had a month to do it as he does in normal years that’s why he’s only seriously looking at the most highest priority bills as far as signing them into law for California…”
Schwarzenegger reduced the time had to sign measures, telling lawmakers he wouldn’t sign bills until there was a budget. Some lawmakers are now getting a stock veto message.  In it, the Governor cites the need to prioritize bills because of the late budget.
Schwarzenegger has had less than two weeks to act on measures.
