Caltrans had planned to add one lane in each direction between Sunrise Boulevard and Watt Avenue.

But conservation groups sued to block the project…citing a flawed environmental impact report. And Superior Court Judge Timothy Frawley agreed.

Eric Davis is with the Environmental Council of Sacramento.

"We’re not necessarily opposed to carpooling or HOV lanes in principal but really we think this was sort of a wolf in sheep’s clothing that really what was going on here was this was a proposal to expand freeways and increase the number of cars it can carry."

Caltrans officials say the project is needed to ease traffic congestion in the area. Spokeswoman Rochelle Jenkins says agency officials are reviewing the court’s opinion and considering all of their options.
