A long-anticipated mall will face another delay, but will likely open by fall 2009. General Growth Properties says receiving wetlands permits has taken longer than planned, and will push back the opening of the Elk Grove Promenade. The open-air mall is being built on 107 acres off the new Grant Line Road interchange and Highway 99. The 1.1-million-square-foot center’s anchors include a Macy’s department store, a Barnes & Noble bookstore and a 16-screen Cinemark Theater. Once completed, the center will become the city’s first mall and a major sales-tax revenue generator, and rival other large shopping centers in the region, including Arden Fair and the Westfield Downtown Plaza.
