Matsui Bill Addresses Natomas Building Moratorium
A federal bill may help lift the moratorium on new construction in the flood-prone Natomas area. Sacramento Congresswoman Doris Matsui introduced a measure Wednesday that would change FEMA rules.

Right now, when officials with the Federal Emergency Management Agency look at a community’s flood protection progress, they only take into account how much federal money is being used. Under Matsui’s bill, FEMA would also have to consider state and local funding when coming up with flood insurance designations. FEMA is expected to release new flood protection maps for the Natomas area in about six months that would effectively block any new construction. The Army Corps of Engineers is recommending FEMA require developers to build at least 20-feet above ground level.
