Old Sacramento, the region’s biggest tourist draw, will soon sport more scaffolding. The Scurfield Co. and Carson Development are putting plans through the city for a new building. It will be a recreation of the historic Ebner and Empire hotels, formerly on the 100 block of K Street. The $6 million project could begin construction in the spring. Building in Old Sac isn’t easy. Much of the area is on the National Register of Historic Places. Any new building has to blend in with the neighborhood, which dates back to the 1850s. The new project will look like the old hotels. But instead of holding travelers, the two upper floors will house offices and the first floor will offer retail and perhaps a restaurant. The Ebner/Empire project isn’t the only construction hitting the district. Down the block, the Orleans Hotel is rising. The $12 million project, which will include retail and apartments, is expected to be finished in July.
