The decision comes after Union Pacific Railroad ordered several dozen homeless people camped on UP property to pack up and leave. Lucinda Serynek is with the county’s Department of Human Assistance.
"Traditionally we do open the week of Thanksgiving but we are opening to meet the immediate need of the people that are in the tent city over on the Union Pacific property."
The winter shelter is at Cal Expo inside a converted arcade. It can house up to 154 people each night.
