A task force created by Gov. Schwarzenegger says cities and counties should stop developing the floodplains of the Sacramento-San Joaquin Delta. It also says the state ought to find a better way to send water to the Bay Area and Southern California.

The task force says the Delta’s current water-delivery system is far to vulnerable to levee breaks, the rising sea level and endangered wildlife.
The findings come from a preliminary report that pushes for new dams to capture and transport the water. A final draft is expected in November.
Legislative Democrats are pushing their own solutions to the state’s water problems. They don’t think the state should foot the bill for dams, and they fear they’ll hurt the environment.
