The bill incorporates ideas from each plan. Unlike Governor Schwarzenegger’s proposal, it does not mandate that all individuals be insured. Assembly Speaker Fabian Nunez says that will be up for discussion.

The Democrats’ plan includes a requirement that employers put seven-and-a-half percent of payroll toward healthcare. It does not exempt small businesses—as the Speaker’s measure previously did.
The legislative leaders say negotiations will likely continue through the summer. Republican leaders say the plan puts excessive burdens on business. The bill will be heard next month (July) in the Senate health committee.
