Mammal experts believe the two animals are a mother and her calf. Doreen Gurrola with the Marine Mammal Center in Sausalito says the adult female looks like she’s entangled in rope or fishing wire. She says that would explain a lot.
"Often if an animal is in distress and sick and injured it’ll become disoriented - so that may be the reason why the animal moved up towards the Delta."
Marine biologists are still trying to get a closer look at the animals.
"If the animal is indeed entangled, National Marine Fisheries Service will basically let us know what the game plan is once we assess what’s wrong with the animals."
Authorities will then decide whether to lead the whales back into the San Francisco Bay or let them find their own way back.
