Folsom city leaders have been looking to annex about 3,500 acres south of Highway 50 for the past few years. But the city’s new community development director and a consultant say the annexation process could now take two to three years, that’s more than twice as long as originally planned. A consulting firm has advised the city to get federal permits for wetlands before annexation, a process that could take at least two years. The fast-growing city has detailed plans for 20,000 more residents to the area south of Highway 50 over the next two decades, with the plan that includes housing and a large retail development center. Now, those plans will be put on hold a little longer.
