The Department of Education’s Academic Performance Index rates schools based on test scores in English, math and science. O’Connell says the scores show that certain groups of students are lagging.

"The achievement gap is not closing between students who are white or Asian and financially well off and struggling students who are too often poor, African American, Hispanic, learning the English language or in special education."

O’Connell says he’s encouraging schools to close the achievement gap by increasing academic performance growth targets for lower-scoring groups of students.
