That’s the finding of a new survey released Friday. Sacramento State pollster Amy Liu says half the families they surveyed don’t have an evacuation plan and only 18% carry flood insurance.

"And this almost the exact number as we reported last year even though in the past year there was a lot of public education, debate and forum to let people know that the levees in the Sacramento region are not in great shape."

The poll also found that if an election was held today on higher property taxes for better flood protection, 62% would vote “NO” and only 31% would vote “YES.” The survey was conducted before the Sacramento Area Flood Control Agency mailed out ballots to property owners on whether they want to pay for better flood protection.
