The lot at 16th and H Streets in midtown Sacramento held a service station for a long time … and then became a gathering spot for the homeless. But a company named Habitat Management and Development has acquired the site … and is planning a four-story building with 48 apartments. Tenants have the option of buying their apartments, which is popular with neighbors. They envision less turnover and more commitment by renters to the area. Construction could begin in a matter of weeks. The units will be small, with an average size of just 650 square feet.
