The Service Employees International Union has long tried to organize workers in the Sutter Health system … and has become the nemesis of this project, which would significantly expand Sutter’s campus in midtown Sacramento. The city council okayed the project a year ago, overriding the union’s opposition on environmental grounds. The city council again had to reapprove the $600 million project late Tuesday evening, despite more union objections. Some construction work has been done … but a key moment will occur in several months, when the state must approve the complete design plan.
