In taped comments made of a meeting with Governor Schwarzenegger, his Chief of Staff and speechwriter, the conversation turned to Republican Assemblywoman Bonnie Garcia and whether she is Puerto Rican or Cuban. The Governor said “they are all very hot”, characterizing that as “part of the black blood in them and part of the Latino blood in them”.   Schwarzenegger apologized in Santa Monica. This tape was distributed by his campaign.

“It’s one thing when you say things but it’s another thing when you read them in the paper.  It made me cringe. It made me feel uncomfortable.”
At the same news conference, Bonnie Garcia said it was not necessary for the Governor to apologize.  The State Republican Party has demanded that the L.A. Times reveal its source for the tape.  In a statement, Schwarzenegger’s Democratic opponent, state Treasurer Phil Angelides said the Governor used language that is deeply offensive to all Californians and that he “embarrassed our state”.
