Labor Day weekend is one of three during the year that county supervisors have banned alcohol on the parkway between Hazel and Watt Avenues.
River rafters were out in force, and most seemed to be obeying the ban:

The ban extends only to on-shore drinking. State law allows alcohol on vessels, including rubber rafts. In fact, many people were opening up beers as soon as their rafts hit the water.Supervisors enacted the ban last month after consecutive Fourth of July’s were marked by melees and police arrests.
