The kit was developed by the group Citizen Voice, which advocates for vulnerable people. It contains disaster preparedness items, including a sign to be hung on a door or in a window.  It reads “Needs Help” so neighbors or rescuers know where to go to assist victims. Citizen Voice president and Sacramento resident Gary Dietrich came up with the idea after volunteering in Louisiana after Hurricane Katrina.  He says the kit will be available to anyone who considers themselves vulnerable:
We simply say it’s anyone who would have trouble evacuating themselves safely and quickly in the event of any natural or man made disaster.

The kit will be distributed by the Red Cross and Citizen Voice beginning September 11th.  Dietrich hopes it will then go nationwide.
