National Guard members would be able to join the state retirement system under one bill introduced in the legislature. Jim Lubey with the National Guard Association of California says the state lags in offering incentives. He says medical, education and retirement benefits could go a long way toward keeping Guard members.

Other state legislation proposed includes a bill to jump start an existing program that’s never been funded that would allow the state to assume some college loan funds for Guard members.
