For years, public discussion of enhancing the waterfront has largely ignored the 49 storage tanks visible on both sides of the river south of the Tower Bridge. Now a local oil magnate, Roy Wickland, is proposing that it all be relocated to a tank farm he would build at the Port of Sacramento … a mile or more away, and out of sight. The port is strapped for cash … and says it would welcome the $500,000 a year in rent and fees. Air pollution might be reduced. And city officials on both sides of the river want the tank farms relocated, to enable redevelopment. The question now is whether the four oil companies that own the tanks will sign on.
