Plans are moving forward to start a two-year pilot study in which repeat DUI offenders would have their cars impounded for up to 15 days. Both the city and county have approved the program. Only one thing remains:
"The last step of course is putting the dollars together."
Doctor Leon Owens created the project. He’s the director of the trauma center at Mercy San Juan Medical Center in Carmichael.
"It’s purpose is not so much to punish the individual. It’s purpose is to bring home the message to the drunk driver."
Owens says he’s hopeful that the study will get a half a Million dollar grant from the Office of Traffic Safety. He says they’ll know for sure in September and the project could be up and running by January.
