Business Journal: Winters Housing Development On Hold
A legal fight has broken out in the small Yolo County town of Winters.

Winters recently approved what would be the largest residential project in two decades. Granite Bay Holdings would build more than 400 single-family homes on 100 acres in the city’s northwest corner. It’s also required to aid schools, reopen the community pool … and expand the city’s sewage treatment plant. However, that expansion would be on land owned by Richland Planned Communities … which has also wanted, and failed to get, an OK for an even bigger home-building effort. Richland is suing. City officials are holding fast. And for the moment, neither project is underway.
