With 66 percent of precincts reporting, Pombo had 62 percent ofthe vote while McCloskey had 33 percent.   Pombo, targeted over ethics questions and his environmental stances, was facing his toughest re-election since coming toCongress in 1992 from his Tracy cattle ranch.   McCloskey never predicted victory but was hoping to get closerthan he did. He says he's disappointed that he failed "to getacross the degree of corruption of the Republican leadership in the House of Representatives."
