The Federal Emergency Management Agency began a voluntary community program in 1992 … awarding points for flood-proofing buildings, preserving open space, stormwater management and more. A city’s rating affects the cost of flood insurance.

Unofficially, Roseville officials know from FEMA that a formal pronouncement is coming later this year, ranking their city as Class 1 – probably the first of #1 ranking among more than 1,000 communities. It means their property owners will automatically receive a 45% discount on flood insurance. The city had about 330 flood insurance policies in effect early this year.
