Schwarzenegger and Fox at state Capitol
Vicente Fox spoke before a joint session of the California legislature Thursday evening. But some members of the Republican Party boycotted the address.

Fox acknowledged the United States’ right to protect its border with Mexico:
I want to reiterate the commitment of my government to respect the sovereign right of the United States to enforce its laws and protect its border and its citizens.
Fox also vowed to create more jobs in Mexico to make immigration to the U.S. less attractive.
But some Republicans in the legislature said Fox’s speech was old news.
Republican Sacramento Senator Dave Cox was among those wearing a large yellow button with the words “NO MAS”:
“we don’t want anymore illegal immigration, we want to in fact have laws that enforce our border.
Some Republicans boycotted the address.
