Columbus Allen II of Stockton was booked into the Stanislaus County Jail for the death of Officer Earl Scott. The 36-year-old patrolman from Salinas was shot and killed early Friday during a traffic stop on Highway 99 near Modesto, making him the fifth CHP officer killed on duty in the last five months.

CHP spokeswoman Fran Clader says Scott’s death is another blow to the department.

"Any time we lose an officer it effects everyone here and to lose an officer in such a horrific way as this is especially devastating."

Governor Schwarzenegger says state capitol flags will be flown at half-staff to represent the service and "ultimate sacrifice" of Officer Scott of Salinas.
