The opposition includes energy producers and taxpayer groups. Larry McCarthy of the California Taxpayers Association says research and development function better in a free market. He says the measure would only benefit venture capitalists.
“To have that process run through Sacramento, and paid for by this new tax which is going to create winners and losers regardless of the market viability is a huge problem.”
Initiative supporters are aiming for the November ballot —Spokeswoman Hutton says its backers include environmentalists, entrepreneurs and scientists.
