Sutter spokeswoman Doctor Cheryl Phillips says it’s one of the last stops before going to the full City Council.

The $456 Million project includes a women’s and children’s hospital, a pediatric ER and a new parking garage.
Some neighbors are opposed to the expansion saying it would create too much traffic and noise.
