City Council members passed the resolution on an 8 to 1 vote Tuesday night. It calls on President Bush and Congress to withdraw all US troops from Iraq.

Councilman Ray Tretheway, who co-sponsored the measure, says the war is taking federal money away from local programs.

"Is it appropriate for us to weigh in on this issue and of course I do believe…we depend on federal funding to provide basic social services."

But chief strategist for Move America Forward Sal Russo says council members had no right to vote on the matter.

"I think it’s highly inappropriate for them to get into things they don’t know anything about. We are going to produce a couple of radio spots because our members here in Sacramento are outraged that the city would take that step."

San Francisco, Los Angeles and Chicago have all passed similar resolutions.
