U-C Davis Political Science Professor Robert Huckfeldt says there are a couple of top reasons why Californians want to register as “Decline to state voters”. Often it’s a statement of dissatisfaction.

“You know over the last fifty years certainly there’s been an overall decline in the extent to which voters in the United States and even outside the United States are willing to express loyalty to parties.”
The major parties have experienced a drop in the last few years, but Decline to State registration in California is a growing trend… It’s up to nearly eighteen percent of the number of registered voters. It was more than 15-percent just two years ago.

The campaigns are catering to these potential swing votes in tight races, by carefully targeting them with special mail and phone calls. Some mailings are crafted to match a variety of factors, including if they live with a Democrat or Republican, where they live and how they’ve voted in the past.
