Assemblyman Leslie says the problem is lawsuits filed against restaurant owners and other businesses for simple technical violations of the fifteen year old federal law.
"Trying to find the formula where we can still absolutely and completely assure the disabled community of their rights, while not allowing what sometimes is almost an extortion."
Leslie has tried for three years to craft a bill to fight what he calls shakedown lawsuits. Sacramento disabilities activist Frances Gracechild says Leslie’s bill is on hold. "He withdrew it on his own temporarily to try to build into it all the needed amendments that needed to go to make it a good bill."
Gracechild says the disability community is working with Leslie on the bill but objects to his original plan to let businesses have time to make modifications before facing a lawsuit.
