There are a number of cities that would like to become the permanent home to the historic battleship. Stockton wants to dock the Iowa and open it to tourists, naval buffs, and students.
Officials like their prospects now that the House of Representatives has approved a spending bill that would give Stockton the mothballed ship.
Port Director Richard Aschieris says Stockton has an advantage over competitors like San Francisco, because the dock, a building and parking space are being donated.
"So many times historical ships wind up on opening day with a tremendous debt service. We're trying to either avoid or minimize that."
The Iowa is currently docked in San Francisco.
A spokeswoman for Central Valley Congressman Richard Pombo says the Senate will now consider the fate of the Iowa and if that body concurs with the House, the proposal will be sent to the President.
