Lawmakers will Review Prison Reform Plan

Governor Schwarzenegger’s plan emphasizes rehabilitation of inmates and changing management practices to increase accountability.  The Little Hoover Commission examines government operations and has submitted a report on the reorganization. 

Deputy Executive Director Nancy Lyons says the Commission is recommending the legislature move forward with the changes. But there are concerns over merging parts of youth corrections management with adults. Lyons says that could be addressed separately. “Either by the Administration potentially proposing another re-organization plan for the youth authority or the legislature enacting legislation.”

The legislature has sixty days to review the plan—if no action is taken, it will proceed.  If the Legislature wants to reject it, it must do so by a majority vote in either house.
