Universal Health Care Act to Help Provide Health Care for All Californians

The Universal Healthcare Act will be introduced next week by Democratic Assemblyman Joe Nation and a Republican colleague Assemblyman Keith Richman. Richman says the key is creation of regional purchasing pools that will negotiate lower rates with insurance companies. CUT: Richman12 :12 Richman says costs would be as low as fifty dollars per month per individual. Coverage would be mandatory, and Californians would have to prove coverage when filing income tax returns. Health care consumer activists say the plan would make criminals out of the uninsured. The health insurance lobby, representing HMOs, objects to the gross premiums tax that would help pay for the plan. SOC
