Panattoni Development and Signature Properties plan to construct a hotel, 750 housing units and major new office buildings on the site. It consists of 27 acres on all three sides of the Ziggurat, the office building constructed for the Money Store years ago. The housing would be apartments and condos, and the office space would be comparable to the office buildings along Capital Mall. The first housing units could be constructed by 2008, if city approvals materialize on schedule. Panatonni Development has commercial projects in 85 cities, so it has the wherewithal to make the project happen. For nearly two decades there have been various concepts for developing the West Sacramento waterfront.
