C-F-T President Mary Bergan says Schwarzenegger’s budget plan rejects a promise he made last year to restore school funding cuts when revenues increased, as they have. And Bergan said the governor’s call for a constitutional amendment to allow mid year budget cuts when revenues fall is an attack on Prop 98, which was intended to guarantee forty per cent of general fund revenues for K thru 14 education. Bergan said the governor’s rhetoric is offensive.
