The California Youth Authority has ended its work and public service crews while it investigates the escape of two wards in Sacramento.

State officials say the two men were discovered missing Wednesday morning. They were supposed to be sorting donated winter coats at Cal Expo. 22-year-old Thao Lor and 21 year old Yatau Her were part of a seven-member crew overseen by a single employee from Stockton's DeWitt Nelson Youth Correctional Facility. Both men were incarcerated for violent crimes including murder. While rare, Wednesday's escapes were deemed so serious that crews statewide won't be permitted to operate outside institutions while the work and public service crew policy is reviewed. Changes could include limiting which wards are allowed to participate and increasing the number of employees assigned to oversee the crews. Steve Milne - KXJZ news.
