Secretary of State Accused of Misuing Federal Election Funds
A blistering state audit is accusing Secretary of State Kevin Shelley of misusing federal election funds.

State Auditor Elaine Howle concluded that Shelley spent federal Help America Vote Act funds without competitive bidding and hired consultants for work unrelated to election reform.
