Reform Plan Delivered to Governor
An independent commission Tuesday submitted a massive plan to reform California’s huge state government to Governor Arnold Schwarzenegger.

The 25-hundred page California Performance Review is the size of two large phonebooks. It contains over one thousand recommendations submitted by a team of 275 state employees who spent five months brainstorming mostly in secret. Accepting the report, Schwarzenegger warned that change in the bureaucracy will be opposed.
