Sacramento County Supervisor Roger Dickinson says several counties – especially the smaller rural ones – are at risk of going bankrupt.
 
Dickinson: “Really what’s going on here is the state of California is asking counties to float them a big fat loan to carry the cash requirement of these programs.  And we are in no position to take that responsibility off the state’s back and absorb it ourselves.” 
 
26 other counties are expected to join the lawsuit.
 
In a statement, the controller says the Governor and Legislature have passed the state’s cash problem onto the counties – and he’s frustrated as well.
