The lion’s share of the cuts by far will come from health and human services programs.  Non-profit groups that rely on county funds to help local residents are bracing for significant drops in service.  And law enforcement will have to absorb cuts as well, from the District Attorney’s office to the probation department to the Sheriffs Department.  Sheriff John McGinness says he’s come up with a quick fix – for this year.
 
McGinness: “My goal is for it to have absolutely no noticeable impact on the residents of Sacramento County at all, and I absolutely believe we’re there.  I think we can do it this way.” 
 
McGinness plans to close a sheriff’s substation in North Highlands to cut down on management costs -- but says that won’t increase response times.  He also touts the potential for more revenues from parking tickets in the unincorporated areas of the county.
