One Up, One Down on Property Rights Measures

Proposition 99 supporters say it will prevent governments from taking owner-occupied homes. Tom Adams with the California League of Conservation Voters says that resonated with people. 

 “The message of the 99 campaign was very simple, let’s protect owner occupied dwellings from eminent domain, and I think that voters respond to a clean simple message…”

Voters rejected Prop 98.  Jon Coupal with the Howard Jarvis Taxpayers Association says his measure protected not just homes but farms and small businesses too.  It also would have phased out rent control.  He says 98’s supporters will be back. 

 “We will of course pursue a property rights agenda in the legislature and if that doesn’t work, perhaps come back with another initiative.”

Supporters of winning measure 99 include the League of California Cities.  Backers of 98 include the California Farm Bureau Federation.
