The Sacramento City Council will vote Tuesday afternoon on one of the most controversial things government can do: seize someone’s private property through the process known as eminent domain. Specifically, the city wants to take over nine downtown properties on K St. owned by Moe Mohanna and his partners. But what is eminent domain and what chance does the city have in court? On Monday, KXJZ’s Ben Adler spoke with John Sprankling, a professor at University of the Pacific’s McGeorge School of Law.
