Governor Schwarzenegger says under his plan, lawmakers would no longer draw the political districts – instead the job would go to an independent citizens’ commission:

 “This commission would be made up of 11 independent and politically diverse members who reflect our state’s population and are free of any conflict of interest.”

Ten county clerks would establish a candidate pool - with each of the four legislative leaders allowed two vetoes.  The Fair Political Practices Commission would randomly draw from the pool.  The plan is similar to a less-detailed bill that Assembly Republican leader Mike Villines introduced this week. Villines says getting too specific about the commission now could be a mistake.  In a statement, Democratic Senate President Pro Tem Don Perata said he was concerned about quote  “the lack of attention to independence and diversity” in the Governor’s plan.
